  1. Place the quinoa and water in a saucepan. Bring to a boil, then reduce heat to low, cover, and simmer for 15-20 minutes, or until quinoa is cooked and water is absorbed.
  2. In a large bowl, combine the cooked quinoa, black beans, corn, red bell pepper, red onion, cilantro, cumin, chili powder, salt, and pepper. Mix well.
  3. Warm the whole wheat tortillas in a dry skillet or microwave.
  4. Place a generous scoop of the quinoa and black bean mixture onto each tortilla, top with shredded cheddar cheese, and fold into burritos.
  5. Optional: Heat the burritos in a skillet or microwave for a minute to melt the cheese.
